There's an Adobe User Group in DC and in Northern VA; this is the
NoVA one: http://groups.adobe.com/groups/7aee2c5c1e/summary. I run
that group and went to SCAD, but it was a while ago :)

I think James Madison or George Mason have a good program in Human
Factors. As I recall that kind of program was more popular down there
I suspect because of the military applications, but if you can't find
anything else I would imagine a lot of it would be applicable.
University of Maryland is a big one (Ben Shneiderman et al)
This list is a good starting point for people looking for grad programs.
