I'm associated with a non-profit that wants to do a survey of its few
remaining members to evaluate possible future directions. The
constituency is decidedly non-technical, and the organization has
extremely little money to work with to produce this survey.

TiddlyWiki

TiddlyWiki: a reusable non-linear personal web notebook.

<http://www.tiddlywiki.com/>

It's a mouthful but what do you think of the interface/flow?
